When a doctor think for this patient this drug is not good, the state can punish him because the state says it’s good? There is no different anymore in patients’ treatments, all are the same?

Only this way and no other way? The state is right and that’s it? How many times a drug got recalled from the FDA what was approved by the FDA before? When a drug is recalled is because a doctor started saying the drug is not safe or deadly, right? Now days in California when a doctor is saying this about covid-19 drugs, the doctor will lose the license?
